strange behavior when creating new jpg image files.
Freshly written files show up as corrupted.
They will open in native paint program but will not drag-n-drop into word documents

What Insider build are you running? Are you running 21H1 or are you on a Beta for a different build? How long have you been an Insider?

The good thing about being a Windows Insider is that what is broken today gets fixed with tomorrow's new build. The last couple of weeks the preview builds have been coming fast and furious so your problem should be fixed very quickly.
