Windows Server 2022 Std Cal License?

Windows Server 2022 Standard OEM 16core

Will installing this in the following configuration require any additional Cal license?

 

Installing with Desktop Experience enabled.  No additional Features or Rolls enabled.

A shared folder containing an app and its data will be accessed by other computers on the LAN.

 

The app does not require a server operating system it will run in a Win10/11 per-to-per environment.

The only reason for Windows Server OS is concern about the 20 max simultaneous user limit when file sharing with Win10/11 Pro.

 

I have been reading several articles and forums about Cals and the more I read the more confused I am.

Some say Yes and some say No.  Trying to sort this out before buying new hardware and Server OS.
