800 numbers from outside US

Greetings all!

 

    I live in Thailand, and have AIS as my service provider, and whom I would NOT recommend but choices are limited. NONE of them are as good as the providers in the states. 

 

     I was told by a friend here that I could call the 800 numbers in the states by using a prefix of

0091800-XXXXXXXXXXX ( the number)  or 0041800-XXXXXXXXXXX.  These do not go through, and in fact trigger

 a message that calls can't be made with call-barring on (but a check of my phone shows it is not on, so I think it's the number.)  

 

So my question is:  Does anyone know a way to call 800 #s from outside the states?? 

It's hard to get an outside line to the states to begin with and this is makeing things even harder. The international dialing codes only seem to work when they choose to. 

 

BTW, I'm trying to reach the Social Security administration, not any "adult" sites.

You will need to pay for the call because we do not currently have a toll-free service for calls from outside the U.S. 

 

 

   The idea of those prefixes I mentioned was that they supposedly enabled one's call to get into the US phone system and then have the 800 number be routed as if one were calling from within the US.  No one, to my knowledge, has an 800 number "for outside the states" .  

  I have the "regular numbers" but as I mentioned, the infrastructure here is not that efficient, and getting an overseas line for an international call is problematic at the best of times.  I had thought that perhaps an 800 number would go through easier, because of their "special" routing (IDK, I'm not a phone guy).

Have a read of this. It may be possible to make the call through wifi using an app such as Google Hangouts, Skype, and/or Viber.
