What do you mean by powerful? Do you mean:
- performance
- features
- numbers of views and/or members
Social Networking sites such as Facebook are often used for forums. I consider Facebook to be poor in many ways but potential members are more likely to find forums in Facebook.
It depends on what is important to you.

Current phpBB takes some beating, for a fully-functional yet lightweight forum package.....and it's infinitely customizable, too. All sorts of plug-ins have been built by the phpBB community.
It may not look as 'posh' as some of the other available forum software packages, but you can run this one from a home server very, very easily. Has a long-running pedigree, too......been around for something like 25 years by now.
Up to you, of course. Depends on what your use-case is.
