I am not sure this will help but I added a couple of links. One shows using IP Centcom for the Windows phone and DynamicDNS to access the camera. The other is another link on DDNS. Hopefully it helps. If you get no further responses I would start a thread in the Networking forum.

I think that modem/router only supports L2TP pass through mate and not a server component.
You could always use PPTP but remember it sends user and pass as clear text but if its just to access the camera who cars really.

Thanks for the idea, I'll definitely consider it along with other possible ideas I read on other forums.
I'm new to this VPN stuff so I'll have to see how I would configure PPTP on my router if it is something that would allow my windows phone to connect to my ip camera.
