Windows smartphone WiFI phone options?

It is my 1st post in this forum. Thanks for looking into my thread. I find many smartphone WiFI phone apps to make FREE calls for non-windows smartphones. Even Vonage is not availble in windows phone.

I tried the following.

MobileVOIP, Wi-Fi Calling, 3CXPhone, https://wiki.voip.ms/article/Softphones

The above are not working with Windows Smartphone with WiFi in USA.

What are the apps , I can use in USA to make FREE calls with WiFi enabled windows phone?

I like to pick the insight of this forum.
