Copy & Paste issue with Lumia Phone

I have encountered an odd problem with my new Lumia 435 Windows 8.1 phone.  When trying to use Copy & Paste, for example in Word or Evernote, I am unable to get the menu for Copy & Paste to appear.  I have read and re-read the How to many times.  I can get highlight / copy / paste to work OK, but not the menu.  Any advice?

You mean this small icon above keyboard ? Try to restart your phone.

I dont know.  What small icon?  I dont mean the copy icon.  There should be a menu which offers options such as delete, forward, copy. It does not appear --- I have seen it once but not again.  The phone has been restarted several times since I first noticed the menu was missing (in Word and Evernote).
