Plz help!!! SOG - Lag,miss input

I started playing a new game called Shoulders of Giants and I have lag at any fps settings or with the v-sync in-game( I tried switching.) more so and especially when there's lots of animations going on. My  FPS then drops and I get lag. Is this not related to the video card? or might it results from a corrupt windows? I know most useful maintenance tools such as cmd prompt commands and i did them. Everything seems to be in order. I also made sure that my windows was updated. Verified files for the game in it's the platform library. The basic things I know. My pc is kind of new and recent. High-end. Not often but sometimes it restarts on its own and from the moment I got it I frequently had different colors appearing on my screen and heavy screen buzzing and scratches that lasts few seconds at boot up but then everything gets back to normal. Does feel like it's related to the video card. But anyway I am asking for your help for both the game stability and performance as well as for my pc. I would like to find solutions for both of them if possible. Thanks to everyone in advance for helping me out. 

Please download MiniToolBox  , save it to your desktop and run it.   Checkmark the following checkboxes:
  List last 10 Event Viewer log
  List Installed Programs
  List Users, Partitions and Memory size.
 
Click Go and paste the content into your next post.
 
Also...please Publish a Snapshot using Speccy,  taking care to post the link of the snapshot in your next post.

   Go to  website, and download the free version on the left.  Click Download from ccleanercom (the FileHippo link requires an extra click). Or if you want to use a portable version of Speccy (which doesn't require installation), click the builds page link and download the portable version. You will now be asked where you want to save the file. The best place to put it is the Desktop, as it will be easy to find later.

    After the file finishes downloading, you are ready to run Speccy. If you downloaded the installer, simply double-click on it and follow the prompts until installation is complete. If you downloaded the portable version, you will need to unzip it before use. Right-click the ZIP file and click Extract all. Click Next. Open up the extracted folder and double-click on Speccy.
 
     Once inside Speccy, it will look similar to this (with your computer's specifications, of course):
 


     Now, at the top, click File > Publish Snapshot.

     Click Yes > then Copy to Clipboard

Now, once you are back in the forum topic you are posting in, click the ADD REPLY or REPLY TO THIS TOPIC button. Right-click in the empty space of the Reply box and click Paste. Then, click Post below the Reply box.

Use Custom Install
  At the Top Left Corner of Speccy --> Click File and then Click Publish Snapshot Report, a window will popup and Click YES. --> Another popup will appear and then Click "Copy To Clipboard" then Paste that "link" to your next reply in your thread.

Download Minitoolbox from the below link :

  Run the tool and only select the following tick boxes.
    -List last 10 Event viewer errors
    -List installed programs
    -List devices
    -List users, partition and memory size
Now click "Go" and Copy/Paste and post the output text in your next reply

Hi, no need to quote all, what he asked was same as what I asked; his posted before mine and never replies to them after.

Ok, there is a lot of hard work that will possibly get you now where as VSS is really hard to fix especially the one that you're kicking up.

Suggest a repair upgrade install : https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html  you do not loose any files and nothing much is changed.  Though as usual backup anything important before doing so just in case.

Short of that it may require a fresh install.

Short of that it may require a fresh install.''     I appreciate your help though you have to know i've tried that solution many times in the past and it has never resolved any single problem i had. Same goes for fresh install. The minute i got this pc and same goes for the pc before this one screen tearing started to appear when booting. it either feels lime it's hardware relate or somehow everytime i fresh install windows somegoes gets immediately wring and the installation always gets corrupted. What do you have to say about all of that? I am waiting for your reply before taking any of the steps suggested because it's solutions i've tried countless times in the past and it has litterally never resolved any of my issues.

I do not understand why you used Quote All which is never needed and you do not quote all in real life, then you quote me with quote marks then you stick whatever your trying to say in tiny fonts in a shadow box.

Sorry please learn how to post, and answer properly.

Here are the questions :

1 - What is a VSS? After your analysis of the specs, what was wrong with it? . 

2 - repair upgrade install and fresh install, i've done that already several on my pc in the past with no improvement. Thus, I don't think this will help. Can you think of any other solutions that i can try besides that.

so Louis i have tried reinstalling my windows 10 as your colleague ''pk shadow '' suggested. I did all command prompt lines such as sfc/scannow and dism /online /cleanup-image /restorehealth and all troubleshooting steps to ensure my windows was not corrupted. Unfortunately, I still have miss input in several of my games such as the one mentioned in this title post. Any other suggestions? Anyone?Plz HELP!!!
