The PC can always out-weigh a console due to it's upgrade-ability. Yet, a console (in general) are specifically designed with gaming in mind. I wouldn't say that these machines were designed specifically to handle overheating issues... their small form factor and small fans to run "quiet" often do not help to circulate the airflow to cool the machine down under heavy load. You'd have to help the PS4/Xbox 1 with this by creating a healthy flow of cool air and an equal amount of exhaust (to remove bottle necking). I have my PS4 in an Ikea open home entertainment unit and often the heat build up occurs and the fans kick in at 100% (loud) because it's choking on heat. I have't really modded the furniture for the PC by opening holes and adding exhaust fans (I'm lazy)... but I have experienced some chop within the PS4 home screen GUI every now and then.
I favor PC Gaming because of comfort and expandability with the machine. You can create your own airflow/water cooling system to your liking(budget) as well as installing the parts you want over a gaming manufacturer (like Alienware or Origin PC). I owned an Alienware Laptop before (big mistake) M9700 which was the first SLi laptop... yet, it was plagued with overheating issues, with age. (Didin't last me more than 3 years without constant care and attention). For FPS and MMORPG's I'll stick with PC... racing/adventure console. (I have both worlds ;) )
My gaming rig blows the PS4 Pro out of the water in specs and performance and runs super cool...
