I don' know of any GPS's needing a cell connection two different frequencies.

No, not at all. GPS uses GPS satellites and cell phones use cell phone towers and cell phone satellites.

YES, the GPS still works even without any cell service. Bought a $25. iPhone 3 and loaded the US maps. No room for anything else. Accuracy?? I figure around 35 to 40 feet. My hand held Garmin Geko is 18 feet but it's for hiking and no maps needed.
