Sorry to post on such an old topic however I see that the latest download version for RKILL is the following

2.9.1.0

On the first page which has a version history, that version does not show

08/17/15: Rkill version 2.8

Full support for Windows 10 is included

What is new in the current 2.9.1.0

I just uploaded Rkill 2.9.1. In this version I added a ton more malware services (about 400) that will be stopped by Rkill. I also disabled the service validation check until I can get the false positives resolved. All other features are still working as normal!

I did not see an update posting afterwards for or around 11/15/18 and can't find anything in my RKill notes..
