It a Retail and not an OEM. Transferable for a life time.

But yes it can't be used on two active desktops at the same time - only one desktop is allowed at a time.

"My dad has a digitally activated Microsoft Windows 10 Professional 64-bit retail user license being linked to his Microsoft user account."
Assuming this is an actual Retail not OEM.

It even officially says on the How to Get Windows 11 for Your Compatible PC - Microsoft website the following, and from there, I quote:
"Want Windows 11 on your custom-built PC? Whether installing Windows on your custom PC or building a new one, you may need to purchase a license to run Windows 11."
My dad is still waiting for all his hardware components to arrive before starting the assembly, but he will perform a clean install of Windows 11 on his new desktop computer build in due time.
Meanwhile, he will try to manually back up his former 1TB (IIRC) Kingston NVMe M.2 SSD by using an NVMe M.2 SSD to USB 3.0 adapter and save the backup for later use and retrieval.
Thank you!

My dad bought a new digitally activated retail user license for Microsoft Windows 11 Professional 64-bit Norwegian and eventually started assembling his new desktop computer build. But it is a lot of work.
He is now assembling the various internal hardware components in the correct order, and with his 34 years of personal computer experience and building thereof, I think it will go smoothly.
I would say that having the necessary skills to assemble a desktop computer is somewhat advanced, but I do NOT have such, so I will likely purchase my next Windows 11 desktop computer pre-built.
However, I know that doing that would cause me to instead use an OEM user license for Windows 11, but that would NOT make any real difference because I do NOT upgrade my computer anyway.
Thank you!

How goes?
I hope your Father is doing the new build, and everything is going smooth and with no snags.
Best regards.
