i'm sure it would be inefficient but you could paste the jpeg image into a word document and then export the word doc to pdf. this would probabaly leave you with a pdf where the image is at the centre with white bits above and below but it wouldn't require installing anything new and it would certainly work.

Hi,
Another suggestion PDFCreator this one also adds a virtual printer to generated PDF's but it also includes a tool called Images2PDF that can be used to add several images at once, put them in the pretended order, rotate them and finally generate a single PDF with all the images.
Did a search and the Images2PDF util is also available as a standalone tool here.
Please note those programs are free but Ad-supported! During install make sure you do a Custom Installation and uncheck all the box's related to Offers to download or install software or components not need and not required for the program to function.

adobe acrobat maybe?
if thats all you are looking to do, im pretty sure you wont have a lot of trouble
if you want some more editing options try out http://online-pdf.org/ , does all sorts of things...

Thank you KingG, was looking for something like http://online-pdf.org/, I know there's tons of options but this one has a fairly high maximum file-size which I found very useful :-)
