KatMouse changes the behavior of the mouse in Windows to greatly expand the usefulness of the scrollwheel.
This one takes some explaining. In Windows, when you scroll the mouse wheel the scroll messages get sent to the window that has what's called 'keyboard focus'. What KatMouse does is change this behavior such that the scroll messages go to whichever window the mouse is hovering over. This is very handy with multiple screens because you are able to scroll one window without having to alt-tab or click in that window first; just move the mouse over the window and scroll. KatMouse can also use the wheelbutton to raise and lower windows in the Z-order.
KatMouse is known to work in Windows NT 4 through Windows 7 (administrator rights/compatibility mode may be required)
The prime purpose of the KatMouse utility is to enhance the functionality of mice with a scroll wheel, offering 'universal' scrolling: moving the mouse wheel will scroll the window directly beneath the mouse cursor (not the one with the keyboard focus, which is default on Windows OSes). This is a major increase in the usefulness of the mouse wheel.
Another feature involves the wheel button. Since the wheel button is not consistently used in Windows, KatMouse can use it for a kind of task switching: with a click of the wheel button you can push a window to the button of the stack of windows that is your desktop, making a recovered window the active window.
Since KatMouse uses functionality only available on the NT line of Microsoft operating systems, KatMouse will run on NT(SP3+), Windows 2000, XP and Vista, but not 9x and ME.
