Sorry but you have post on a tech forum asking for help but have provided zero information about your computer or it`s hardware, this makes it impossible for anyone to even hazard a guess as to what is going on.

Is the computer a custom build or brand name such as Dell or HP, if a brand name, provide the model name or series number (not serial) if a custom build post the brand and model name or number for the CPU, MB, the RAM ( including the amount, number of sticks and speed ) add on video card if one is used and the PSU (power supply unit) providing these details will enable folk to better help you.

PSU infinity eco 600w 80 plus single rail

There is one thing that is possibly worse than using a known poor quality brand of PSU and that is using one that is unheard of, for brands of PSU to trust and brands to avoid please refer to the links in my sig.

The GPU that you have is not particularly power hungry but what power and amps it does need  must be good, clean and stable, a 500W Bronze efficiency rated PSU from either EVGA or Seasonic will do, avoid Corsair in this category though as they recommend their lower end PSUs only be used for onboard video and no add on GPU.,

Make sure that your Windows Power Plan is set to Balanced and not High or Ultra Performance, the latter are a form of overclocking that causes instability on desktops.

You must know what speed it is.

My inputs lights still working like normal.Im guessing this cut be a monitor or gpu issue

Edit:I can open my pc now put literally every time after sign in the blank green screen happen and all inputs light are off but not the pc fans

Edit 2: I can use my pc now with another spare video card that i have and my ram speed is 2133MHz

It would seem to me that you've answered your own question.

A new Graphics Card is called for. Maybe you could try using the On-Board Graphics.

Time to look at its Warranty.

If new, that's usually for a year.

Here in the UK, we deal with who sold it to us, first. Not the manufacturer.

You'll have to check your local Consumer Regulations, and the actual date of purchase

It is too soon to write the GPU off, we know nothing about the GPU that has been swapped in + the original GPU needs to be tested using an appropriate quality brand of PSU that has the required wattage and amps on the +12V rail.

What was the brand and model name or number of the GPU that you swapped in.

The GPU that you have swapped in requires a lot less wattage than the Pulse so you really do need to do as advised above;

the original GPU needs to be tested using an appropriate quality brand of PSU that has the required wattage and amps on the +12V rail.

the PSU is just a power converter. It converts Alternating Current to Direct Current. PC's use Direct current to power them. The +12V rail is a part of the PSU that produces a positive current at 12 volts. This part is called a rail. There are also a 3.3 Volt and a 5 Volt rail also.

https://forums.tomshardware.com/threads/what-is-12v-rail-in-psu.2485235/

In other words reputable = 12V     not reputable = fluctuation = trouble
