What's new in the September KB5030211 update
Regarding new features, Microsoft is adding a new Windows Backup app, a new way to manage your apps and files, so you can recover them later.
This update improves how Windows 10 detects your location. This helps to give you better weather, news, and traffic information.
Microsoft is introducing notification badging for Microsoft accounts on the Start menu. Another notable change is support for daylight saving time (DST) changes in Israel, fixes for the search box
Microsoft has fixed an issue that affects the Group Policy Service. It will not wait for 30 seconds, which is the default wait time, for the network to be available. Because of this, policies are not correctly processed.
This update also addresses an issue that affects settings. They do not sync even if you turn on the toggle on the Windows backup page in the Settings app.

"Regarding new features, Microsoft is adding a new Windows Backup app, a new way to manage your apps and files, so you can recover them later. "
the KB5030211 update installs that new new Windows Backup app, even onto Windows 10 Enterprise LTSC 2021 as recently noted by this Neowin article:
https://www.neowin.net/news/kb5030211-was-almost-flawless-until-microsoft-force-installed-windows-backup-app-on-ltsc/
"Microsoft though has managed to ruin it as it has seemingly begun pushing the new Windows Backup app on Windows 10 Pro 22H2 and LTSC systems without the option to easily uninstall it."
not cool, Microsoft

Any time I tried to do a 'save as' to create a new file for about a week or more, it literally would take 40 seconds to get there. I searched and, as usual, Windows support was pretty useless, tried a few things suggested by non-Windows sites, then decided to remove the most recent Windows update as of today, KB5030211, and... dat, da, da DAA, no more problem with 'save as'.
